The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) implemented a number of initiatives in 2008 and 2009 both in Myanmar and at ESCAP headquarters in Bangkok to address the challenges of providing assistance to Myanmar in recovering from Cyclone Nargis. Throughout the report, the emphasis is on those policy issues and on setting the development agenda with a view to ensuring that Myanmar can successfully meet the huge challenges it faces. The objective is to break the vicious cycle of poverty, transforming it into a virtuous cycle of sustainable agriculture and rural economic development that benefit people.
