This study analyzed the patterns of relationship between development and crime on Yugoslav territory over a twenty-year period before the recent political developments took place. This exploratory analysis is pertinent for the methodology of evaluation of crime prevention and control strategies even for the newly established independent states. It demonstrates that effective crime prevention and control strategies are those which match specific developmental and crime configurations of precise territorial, socio-economic, cultural and political realities. It also sets up the main parameters for a more policy-immanent future research strategy in this field.
