This report is an up-to-date study of the Meskhetians, an ethnic group of Muslim background forcibly relocated from Georgia to Siberia and Central Asia during the Stalin era. Based on interviews with several key actors in Georgia and Azerbaijan, the report traces the migratory history of the Meskhetians, presents a profile of their legal status and living conditions in the Commonwealth of Independent States and discusses the implications of Georgia's new policy proposals. The book also suggests a number of recommendations for many of the actors involved in the process, including Georgia, different host countries, international organizations and NGOs.
