The purpose of this report is to outline the practical steps, which debtor countries need to take vis-à-vis their Paris Club creditors at the early stage of a debt conversion programme. The report has benefited from discussions with representatives of a selected group of Paris Club creditor countries. It also discusses the extent to which non-governmental organizations (NGOs) from the selected creditor countries have experience of, or interested in benefiting from, the debt conversion transactions.
