Leading industrial countries have committed themselves to limiting emissions of greenhouse gases to their 1990 levels by the year 2000. This publication explores the institutional requirements for both policy-making and the organization of a global market in carbon dioxide emission allowances. Part I discusses the possible administrative structure and procedures for implementing a tradeable entitlement approach to controlling global warming. Part II discusses model rules and regulations for a global carbon dioxide emissions credit market. It demonstrates that a simple pilot scheme can evolve gradually to a more complete system and states that it is not too soon for the launching of such a pilot scheme between major emitters.
