Enhanced partnerships between civil society, public and private sector have been recognized by the United Nations as a vital instrument in the attainment of growth and sustainable human development. The five essays as well as the two introductory chapters in this publication provide guidance on the definition of civil society in general and address the important issues of citizen government dialoguing in fiscal policies and its potential to influence budgeting to assist the poor.
