This publication helps in the effort to increase the awareness of the status of human development in Europe and the Commonwealth of Independent States (CIS). It presents individual country reports for twenty-five countries covering such areas as: human development indicators, population, economic transition, quality of life, governance and participation and environmental issues. The theme for the 1997 NHDRs is 'Social Exclusion', thus highlighting the notion that despite the progress made, there is still a substantial minority of people who are effectively excluded from the potential benefits of the transition.
