Countries enjoying more liberty at home, more material well-being, more solidarity from abroad - these are the `good times' for most of Latin America. But democracy is not sufficiently distinguished from populism, there is a persistent international solitude and economic progress has not been secured or evenly distributed - these are not the `best of times' for all Latin Americans. This study contains the region's specific implications of globalization, reviewing the influences of the global capital flows, trade and technology flows and the globalization process, on the cultures of the Latin American countries.
