The present publication includes estimates of the total and additional costs that countries will need to cover between now and 2015 in order to achieve the established targets for educational progress. The study looks at sources of funding that have not been sufficiently explored, such as contributions from the private sector and civil society, international cooperation and swapping debt servicing for investment in human capital. In addition, some of the main problems and challenges associated with improving the management of education are analysed with a view to determining how to ensure that resources invested in the education system are used more efficiently and have a greater impact on educational achievement and learning.
