This handbook is part of the Economic and Social Commission for Asia and the Pacific's (ESCAP) effort to facilitate trade in the Greater Mekong Sub-region. It is hoped that the handbook will contribute to the development of more transparent trade and customs legislation as well as to the implementation of effective trade measures. These are two related actions necessary for the sub-region to maintain and further improve its competitiveness in the global environment. The handbook is a compilation of training materials prepared by the International Trade Institute of Singapore and country representatives during the ESCAP Trade Facilitation Workshops held between 2001 and 2002 in Cambodia, China, the Lao People’s Democratic Republic, Myanmar, Thailand, and Vietnam. It introduces the concept of trade facilitation, and provides some guidance and ideas on how to develop national institutional capacity for trade facilitation. The handbook also provides important links to documents for further reading on the subject of international trade.
