About the product

The objective of this Resource Module, based on experience from Western and Eastern European countries, is to assist Countries with Economies in Transition (CEITs) in the design and establishment of import/export licensing systems and in their implementation or improvement. The purpose of the publication is to provide practical help and step-by-step guidance for the design and implementation of Ozone Depleting Substances (ODS) import and export controls. In 1987 nations signed the Montreal Protocol on substances that deplete the ozone layer, a landmark agreement that identified the major ODS and established a timetable for the reduction and eventual elimination of their production, consumption, and use. This Resource Module is part of a series of documents produced by United Nations Environment Programme (UNEP) within its Ozone Action Programme under the Global Environment Facility (GEF).
